Medication I got from Mexico. The box reads (in spanish): Simplex, Passiflora Incarnata, Ignatia Amara, Valeriana Officinalis Auxillar en el tratamiento de Insomnio y Alteraciones Nerviosas. Thanks for your help!

Modified Iowa City Lotion/ 1/2%hc, 1/2%neomycin
This is a lotion for one afflicted with epidermolysis bullosa simplex-kobner. The ingredients are 1/2%HC, 1/2%NEO. I would like to receive any information from a doctor regarding this lotion. Can it be gotten over-the-counter?
