For What Is Telma Used For?

I'm a diabetic and since quite a long time and i'm experiencing suffocation.I also have swollen ankles and feet. I take atenolol,frusemide-40 and enapril pills as pills.That's why i wanted to know when is telma utilised and what are its effects?
I've undergone Vitrectomy in both eyes.Are there any side effects?
